Does this utility work with the "Start/All Programs" menu in Windows XP as well? I'm trying to figure out how to set up subfolders there thru XP's system, but not having any luck.

You don't need FileTargets. Just right-click on Start button, choose "Open All Users" command from popup menu, then you'll see folder where all start menu items are. In this folder is also subfolder "Programs", that is what you call "all programs" folder and its contents will be shown under Start menu | Programs.
